Project Overview – Liberia

EA is leading a phased solar power development program across Liberia, beginning with a 120 MW pilot project. The full program envisions 1,000 MW of nationwide solar capacity, rolled out in phases aligned with grid expansion and modernization.

Status & Timeline

The initiative is currently under negotiation. A draft MoU with Liberia’s Ministry of Energy has been prepared, with signing expected in 2025. Phase 1 construction could begin in 2026, targeting COD by 2027. Subsequent phases will be delivered through 2030 as grid upgrades allow.

Technical Details

Phase 1 consists of 120 MWₚ of U.S.-made mono-PERC solar PV modules, tailored for tropical conditions and distributed across multiple sites. Battery storage integration is under review to enhance grid stability. EA is also exploring green hydrogen integration in later phases, positioning Liberia as a potential regional clean energy leader.

Description

This initiative represents Liberia’s first utility-scale solar deployment, set to dramatically increase national generation capacity in a country still reliant on imports and diesel generation. The 120 MW pilot will supply Monrovia and surrounding areas, reducing outages and fuel costs, while creating skilled jobs and strengthening energy independence.

Verification

EA formally responded to Liberia’s Invitation for EOI, with follow-up correspondence in April 2025 confirming its proposal and a planned site visit. A draft MoU and delegation travel itineraries to Monrovia provide tangible proof of progress. Final verification will follow upon MoU signing and legislative approval.


Project Overview – Rwanda (Preview)

EA is also preparing the Rwanda Solar & Green Hydrogen Project, a 120 MW solar development with integrated green hydrogen production. Details are under structuring and will be advanced in parallel with Liberia’s phased rollout, highlighting EA’s growing East and West Africa footprint.
